NTA - Metropolitan Mass Transit System Ltd., the Israeli government company responsible for advancing the Tel Aviv metropolitan mass-transit programme, is delivering one of the most ambitious urban mobility projects in the region: the Tel Aviv Metro. Planned as a fully underground, high-capacity network of three complementary lines, the programme is designed to reshape mobility across the wider metropolitan area, relieve chronic congestion and connect major residential, employment, commercial and healthcare hubs through a new generation of fast, reliable and integrated public transport.

The Tel Aviv Metro will comprise approximately 150 km of underground railway with 109 stations across three lines: M1, an 85-km north-south backbone with 62 stations; M2, a 25-km east-west corridor with 22 stations; and M3, a 39-km inner-ring line with 25 stations. Once implemented, the system is expected to serve around 2 million passengers per day, representing a transformative leap in public-transport capacity for the Tel Aviv metropolitan area.

Under its engagement with NTA, NAMA Consulting Engineers & Planners S.A. provided design checking, systems review and technical advisory services for the future Tel Aviv Metro lines M1, M2 and M3. NAMA's role focused on establishing robust, coordinated and implementation-ready standards across the programme's core railway systems, while supporting NTA in the safe, efficient and seamless development of this major underground network.

Our scope included the preparation of the Design Standard Manuals (DSM) and systems design review for key disciplines, including:

  • Track alignment and trackwork
  • Rolling stock
  • Platform Screen Doors (PSD)
  • Signalling & Train Control (S&TC)
  • Depot design
  • Power systems, including LV and Traction Power / HV
  • HVAC and tunnel ventilation
  • Utilities and MEP systems
  • SCADA, telecoms and cyber-security
  • Hazard analysis and maintenance planning
  • Systems integration and operations planning
  • Station design
  • People-moving systems (M3)
  • Operations / Operational Plan and Rolling Stock support for M2 and M3

For M1, NAMA's review and verification services covered track alignment and trackwork design, depot design, HVAC, tunnel ventilation, low-voltage electrical systems, traction power / high-voltage systems, utilities, MEP, signalling and train control, rolling stock, hazard analysis, SCADA, telecoms, cyber-security, maintenance planning, systems integration, operations planning and station design.

For M2, the scope included track alignment and trackwork design, depot design, HVAC, tunnel ventilation, low-voltage electrical systems, traction power / high-voltage systems, utilities, maintenance planning, operations / operational planning and rolling stock.

For M3, the scope included track alignment and trackwork design, depot design, HVAC, low-voltage electrical systems, traction power / high-voltage systems, people-moving systems, utilities, operations / operational planning and rolling stock.

In parallel, NAMA developed the mandatory Design Standard Manuals for the metro programme, including Track Alignment DSM, Rolling Stock DSM, Platform Screen Doors DSM, Signalling & Train Control DSM, Depot DSM, Power DSM and Trackwork DSM. These manuals established the technical baseline and performance requirements for contractors, helping ensure consistency, interoperability, safety and long-term operational resilience across the network.

Through this assignment, NAMA contributed to laying the engineering foundation for a metro system that will redefine accessibility and everyday travel in Tel Aviv—supporting the delivery of a safer, smarter and more efficient mass-transit network for one of the most densely travelled urban regions in Israel.
