The Strategic Transport Plan of Attica (STPA) serves as the primary technical and policy framework for the evolution of the Athens metropolitan region over the next two decades. Commissioned by the Athens Urban Transport Organisation (OASA S.A.) in 2024, this initiative establishes a comprehensive 20-year roadmap aimed at transforming the region's transport network into a modern, integrated, and resilient system through 2044 and beyond.
NAMA is playing a leading role in the development of this strategic blueprint. Our mission is to provide the data-driven insights and technical specifications required to modernize the urban transport network—comprising the metro, rail, tram, and bus systems—ensuring it meets the demands of a high-density, traffic-plagued capital.

- Inventory and Existing Situation Analysis: Our team performed extensive traffic surveys and mobility pattern assessments to identify the current system's bottlenecks, gaps, and weaknesses.
- Strategic Demand and Supply Modeling: Utilizing the survey data, NAMA updated and developed sophisticated strategic transport models. These tools allow for the accurate prediction of travel demand based on planned land-use changes and upcoming infrastructure projects.
- Integrated Multi-Modal Planning: The STPA focuses on harmonizing OASA's core network with complementary services like regional buses and taxis. This phase includes the detailed design and analysis of alternative transport scenarios to determine the most effective path forward.
- Specification and Action Planning: The final phase involves the precise costing and specification of measures, ensuring that every project and policy proposed is technically feasible and economically viable.
