Building a Cleaner and More Circular Future for Serres

The Public Private Partnership for Waste Management in Serres is a major environmental infrastructure project designed to upgrade how municipal waste is treated across the wider region. Developed for the Regional Unit of Serres in Central Macedonia, the project centres on a modern Waste Management Plant with a treatment capacity of 63,000 tonnes per year, serving the municipalities of Serres as well as the Municipality of Kilkis. At a time when Greece has been under growing pressure to reduce landfill dependence and improve recycling performance, the project represents an important step toward a more sustainable and more resilient waste-management model.

The facility was designed to support a shift from disposal to recovery. Through modern waste-treatment processes, it enables the separation and recovery of recyclable materials such as paper, plastic, metal and glass, while also treating the organic fraction of waste through aerobic composting. In parallel, the plant is able to receive source-separated bio-waste, helping produce higher-quality compost and strengthening the transition toward a more circular economy.

For this project, NAMA provided the final design for the Serres Waste Management Plant, contributing to the delivery of a complex and multidisciplinary facility with strong technical and environmental requirements.

NAMA's scope of services included:

  • architectural design,
  • structural design,
  • transport studies,
  • electro-mechanical design,
  • Environmental Impact Assessment,
  • coordination of the construction phases.

The significance of the project extends well beyond the plant itself. By enabling more recycling and diverting biodegradable waste away from landfill, it contributes to a cleaner environmental footprint and supports better waste-management practices at regional level. The project also helps improve everyday environmental conditions for local communities by reducing pressure on landfill infrastructure and supporting safer, more controlled treatment of municipal waste.

The project's wider environmental and social impact includes:

  • reducing the volume of waste sent to landfill,
  • supporting material recovery and circular-economy practices,
  • improving protection of soil, water and air quality,
  • extending the operational life of landfill infrastructure,
  • creating a cleaner and more efficient waste-management system for the region,
  • supporting local employment and long-term environmental investment.

Through its design contribution, NAMA helped shape a project that combines technical complexity with clear public value. The Serres Waste Management PPP is not only a treatment facility; it is part of the broader transition toward cleaner infrastructure, stronger environmental performance and more sustainable regional development in Greece.
